Project Background

* Jamrani Drinking Water Multipurposed project is a 150.6m high concrete dam project, proposed on river Gola, 10km u/s of Kathgodam in district Nainital.
* The project was initially approved by Planning Commission, GoI in 1975 for an amount of Rs. 61.25 crore.
* Under the project, phase-1 works namely, Construction of Gola Barrage (Kathgodam),Construction of 40.5 km long canal system and renovation of about 244 km long canal system was Completed in 1981.
* Under phase-II, a 150.6m high concrete dam is proposed.
* For execution of Jamrani project, MoU was signed between U.P. and Uttarakhand in May,2018.
* Revised DPR of the project was approved by TAC of CWC on 11.2.2019 for an amount of Rs 2584.10 crore.
* Stage-I forest clearance, Environmental clearance and NMCG clearance were obtained in April 2018, Sep 2019 and Dec 2019 respectively besides all technical clearances. For Stage-II forest clearance, Rs 88.89 cr has already been paid to forest dept.

Project Background contd..

* Screening Committee of DEA, GoI approved the project for external funding from ADB (80:20) on 18 Dec 2019. Approved cost of project is US 365.29 million out of which ADB share is US 292.23 million.
* ADB fielded first consultation mission from 17-20 Feb 2020, made site visit and held discussions with all stake holders viz. officials of irrigation, Peyjal & UJVNL ,Commissioner Kumoan ,DM Nainital and affected villagers.
* ADB issued Aide Memoire following consultation mission, suggesting some studies regarding economic and financial analysis, environmental & social safeguard issues, irrigation modernization feasibility, dam technical review, drinking water feasibility study .
* As per ADB’s requirement, National consultants (Economic, Environment) have been deployed and these are working with ADB’s International consultants, National Social expert and technical expert will also be deployed soon.
* The work of (a) GIS mapping of the irrigation systems including canals, reservoirs and respective command areas, (b) remote sensing mapping of current cropping patterns for all cropping seasons is in progress.
* ADB fielded another consultation mission from 28 June to 16 July 2021, in which ADB had detailed virtual meetings with all stakeholders.
* State cabinet on 13.8.2020
(a) accorded approval of the project as externally aided project with ADB funding on 80:20.
(b) Constituted a HPC under chairmanship of the Chief Secretary for administrative and financial decisions.
(c) Execution of Dam & Irrigation component by PIU under existing Nigam(UPDCC), Drinking water component by Pey Jal, and Power Component by UJVN Ltd.

Objectives of the project

* To provide 117 MLD drinking water to Haldwani and its adjoining areas, which will cater 10.65 Lakh population.
* To increase annual intensity of irrigation in the command from 158.85% to 196.88% with additional irrigation 57,065 ha. (UP 47607 ha, UK 9458 ha) in Culturable command area of 150027ha.
* Hydropower generation of 14MW ,annual Power generation of 63.4 MU.
